Late 2011 is what has been speculated, given that the film has been in production since 2006 and that the trailer was released last year, but there’s no official announcement regarding a release… quite possibly due to Nagano’s high degree of involvement.
It is very rare in this day and age to see mecha animated without the use of CG; Nagano is handling the keyframe animation himself.
